CJL Submits Testimony to Oregon Senate's Public Consultation on Bill 686
The Oregon Senate has introduced Bill 686, which requires online platforms to pay digital journalism providers or donate to the Oregon Civic Information Consortium, an entity that would distribute grants to news outlets, with participation of Oregon public universities. CJL Director Dr. Courtney Radsch submitted a testimony in support of the proposed legislation, providing details of similar precedents for the proposed bill, improvements that the Oregon Senate may consider adding, and explaining the importance of this legislation in redressing the harms of Google and Meta to sustainable and independent media. She also urged legislators to consider the new context of Google's confirmed monopolies over search and digital advertising, Meta's antitrust cases making their way through U.S. federal court for monopolizing social networking, and the retaliatory pattern of behavior both corporations have adopted against the press in other parts of the world where similar regulatory action has taken place.
